Motorists driving along Route 211 west of Massies Comer at 9:30 a.m. on Tuesday saw several Virginia State Police and Rappahannock County sheriffs vehicles, lights flashing, parked along the shoulder in the westbound lanes. Some said they saw a state trooper with a bloody shoulder being helped into an ambulance. Soon after, rumor was spreading that there had been a shooting, and a massive manhunt was in progress; schools were considering “locking down.”

There was no shooting, but a state police officer fell, injuring his shoulder, while in pursuit of a subject. A manhunt did ensue, and the facts surrounding the incident are no less strange than
