According to law enforcement sources, the young man whose car was “test driven” is known in Culpeper as a juvenile offender. He was also wearing attire, and had tattoos, indicative of one who is involved with a gang, these sources said. At the time of his questioning after the stop, he was wearing an inside out red T-shirt, black shoes, white socks, and black pants with one leg tucked into a sock. He also displayed tattoos - one said “812” in large, intricate script type which authorities said is similar to gangidentifying tattoos.
