But Henry Howell, if not in the Virginia tradition of gentlemen politicians, is an honest and good person. And the cold practical truth is that the Virginia General Assembly knows him so well, and is so strong and conservative, that it is just not going to tolerate or be bulldozed into any such constitutional or legislative revolution.

So the reasons for Henry Howell’s election have nothing to do with conservative or liberal principals. They have nothing to do with profound recognition of and need for continuing the conservative principals represented by Senator Byrd. They DO have to do with the need for a restoration of a REAL balance of power in state government for the next four years. It is a change which conservatives and liberals alike will find healthy for Virginia. It might even be
