Both the Democratic and Republican leadership in the State will be eyeing the House of Delegates returns closely. They will not only determine the make-up of the 1978 session of the legislature, but will also provide valuable clues as to the philosophical drift of the Virginia citizenry. This will, in turn, have a heavy impact on political plans for the senatorial election of 1978 and others beyond. But Republicans and conservative Democrats are concerned by what they see as a steady moderation in the once bedrock conservatism of the Lower House.
