Title 20 day care and foster care and Work Incentive (WIN) day care programs all involve children and were all affected by the Supervisor's cut in purchased services appropriations, according to Mrs. Buntin. She added that she wasn’t prepared to give Luke exact figures on the amount lacking in each category.
As to the appropriations in other sections of the Welfare budget, continued Mrs. Buntin, “we need it all, every bit.” She told the Supervisors that it wasn’t possible to borrow funds for Companion Services from any other category, except possibly regular foster care “and that depends on whether our case load remains the same.”
“You cannot run the Welfare budget like you run anv other budget,” Mrs. Buntin maintained, “because it is impossible to project expenditures accurately.”
