The proposed program is designed to protect under ground sources—called aquifers—that are the sole oi principal sources of drinking water for over half the U. S. population.
The regulations establish procedures to (1) designate for special protection aquifers which> if contaminated, would create a significant hazard to public health, and (2) review projects receiving Federal financial assistance in those areas.
The new program is directed primarily toward the potential threat associated with large projects that receive federal funding. This includes highway construction, multi-unit housing development and municipal sewerage facilities built under EPA’s construction grants program. EPA will not be concerned with reviewing on an individual basis small, isolated commitments of Federal assistance, such as individual home mortgage loans (VA, FHA or Farmers Home Administration). However, such projects may be reviewed if collectively they pose a threat to groundwater purity.
