Dalton and BOWLES Democrat Henry Howell staked out fairly clear positions on the subject, and in view of the fact that it directly concerns every voter, it should have been one of the major issues.
But somehow this issue, which is very real, got buried among the charges and counter-charges over such emotion-intensive non-issues as gun control, collective ; bargaining for .public service employees, repeal of the right to work law and, to a lesser extent, the Panama Canal and the busing of school children.
This is not to say the candidates held identical positions on these questions, but they were non-issues in the sense that neither Dalton nor Howell, as governor, could do much about them even if they wanted to.
