emotional fireworks the candidates and the news media so love, yet nothing should be of more importance to the thoughtful citizen who pays his taxes and looks to Richmond, the county courthouse or the town hall for sound and responsible public policy.
Simply Different
The difference between Howell and Dalton on the subject can be simply stated.
Dalton believes the state should continue its strong supervision of city and county governments and that the General Assembly should keep a tight rein on the activities of municipal councils and boards of supervisors.
Howell contends that the citizens of the cities, towns and counties know what is best for them, and that the state constitution should be amended to give local governments far more control i than they now have over solving their own problems.
Under the present language of the state constitution, local governments are very much creatures of the state and are apparently not considered to be very intelligent creatures at that. The Commonwealth reserves for itself all powers not specifically given the local governments, and it has doled out these powers sparingly, carefully defining the limits of each.
