Buntin emphasized that the Rappahannock sheriffs department “reports what happens.” He explained that the clearance rate would look better if his department neglected to report offenses that appeared impossible to solve. “But we don’t inflate figures. I’m not saying that anyone else does either but they could—and we could.”
