Cilimberg told the Authority that money from Housing and Urban Development (HUD) would be no problem. He said that repayment by HUD would be done within five to six days. The problem, he said, would come with the Environmental Protection Agency (EPA) funds.
“EPA is much slower than HUD, and EPA is who we have to be concerned about,” Cilimberg said. “As I see it, the key to this whole thing is how long there is money out of that investment account, and the EPA turnaround is as slow as 45 days.”
