Rappahannock’s Board of Supervisors voted unanimously November 5 to begin condemnation proceedings on » 138-acre tract located outside Washington on Route -€21 near Payton Farms for use as a county landfill.
The 4-0 vote was made publicly by the board following more than an hear spent in executive session during which the supervisors discussed aquisition of the property, litigation pending against the county and “personnel” concerns. The landfill decision was the only one made following the executive session. One supervisor, Clarence Baldwin of Hampton District, was not present at the meeting. -Supervisor Baldwin is recuperating from a heart attack.
Discussion of the proposed purchase of a landfill site was not on the supervisors’ agenda for the regular monthly meeting. Still, a group of some two dozen residents who live near the proposed landfill site attended the meeting. Said John Preston, who lives near the proposed location: “We here to put our roots down. We want to remain here. We’ve worked all our lift to get what we’ve got. We’re fighting for our lives, really.”
Preston said people understood the county needed its own landim He said he knew the landfill issue was a “hot potato.” But he added that taxpayers wanted to know what was going on. He said people were willing to help the supervisors find another suitable location and “avoid litigation, confusion
