In our effort to achieve a fair zoning policy we are in danger of treating the symptom rather than the disease itself. Because the problem is not the 1984 Draft Plan but the Zoning Commission and it’s members.
The highest political achievement of mankind has been the evolution of a government based on trust. And the method for running it was bom right here in this state. It is representative democracy, and the idea is that we first elect a government and then trust them to act in our own benefit as well as in the best, interest of society as a whole.
The Virginia experiment, which succeeded, was aided by God. Colonists and Planters who dared to temper their capitalism with high, spiritual vision came to this land of "New Israel” and carved an existence out of the "wilderness,” which was governed by processes that have been copied into the constitutions of even Russia and China.
Thanks to God democracy worked, at least until the spiritual vision which powered it fell apart and was temporarily lost. The sins of greed, selfishness, and special interest (befouled by that fly in the ointment...pride) blinded Us to God’s purpose: which was that the majority of humankind become subordinated to the inner government of God’s will alone, and democratically represented by a government of trust—in an atmosphere of freedom for all religions. When the majority truly rules, and the majority desires above all that God’s will be done, then God has been voted in and the Devil has been voted out! On that very day God’s government will exist in politics as well as in the heart of the believer.
But the planning commission in Rappahannock County is in no way representative—it is, rather, a gentrified oligarchy (government by an aristocratic minority). And it is in no way responsive to the will of the majority of citizens. Not only is it appointed rather than elected, but it has openly stated that it is bound neither by referenduih nor by petition. Further it is rife with what appear to be conflicts of interests, and it is entirely void of any demographic fairness—for instance: Why are there no women on the board? Where are the Black citizens on it? Why no poor? In what manner are the rights of renters (not to forget children) being protected?
