Hank Gerhart, of Buchart-Hom Engineering, told the Authority members that a pre-construction meeting for the signing of the contract had been scheduled for February 13. The meeting was scheduled for that time to meet a February 17 deadline. Gerhart said that he was concerned about the right of entry to the plant and the easements because if the land needed is not acquired by a certain time construction problems with the contractor can occur.

Baumgardner told the Authority that the easements and access would be taken care of by the meeting on the thirteenth. Gerhart also said that the Authority will need to make a decision within the next month on how to handle the electrical deficiencies of some of the houses to be served by the sewage system. There are approximately 24 percent of the homes to be served that have electrical systems that do not meet the national electrical code, and would have to have the systems upgraded before the residents of the homes could use the sewage system.

“I don’t feel that we have enough information to make a decision," said Chairman Bob Dennis. “I don’t know what is supposed to happen to a dwelling that does not meet code standards, and presumably those folks are at risk for a lot of reasons.” Dennis said that he wondered about what the responsibilities of the Authority would be in the matter since the houses are in violation of the code.

Wayne Ciiimberg, executive director of the Rappahannock-Rapidan Planning Commission in Culpeper, advised the Authority that he had looked into the possibilities for people who may not be able to afford to upgrade their electrical systems. “There is an organization known as the Virginia Water Project, and they normally will provide some seed money or funds to
