Baumgardner presented an amendment to the deed of conveyance of the 4.9868 parcel of land for the plant site. The amendment provided that only the portion of the parcel that will be used will be fenced and screened instead of the entire perimeter of the land. The amendment was approved.

The Authority then discussed the situation with obtaining flood plain insurance. “My understanding is that the county does still qualify for flood plain insurance,” said Baumgardner. Cilimberg told the Authority that the contractor has already gotten flood insurance for the project. Baumgardner recommended that the matter be referred back to the Board of Supervisors, and ask that a complying ordinance be sent to the Federal Emergency Management Agency to avoid any possible problems in the future.

The Authority approved resolutions allowing Cilimberg to authorize payments from the project construction account, and to transfer funds from the Rappahannock National Bank to the Second National Bank in Culpeper so that the funds will be closer to Cilimberg. Cilimberg was also appointed as the contract compliance officer for labor standards and equal employment opportunity and section three. Section three refers to the practice of hiring local contractors, firms and individuals for the project whenever possible.
