In reference to this Justice John Stevens, speaking to the American Bar Association in the spring of 1982, warned that passing a school prayer amendment would make prayer a compelled ritual, “thus robbing prayer of its individual and personal expression. We should not expect the public schools to provide religious education for our children for that is the job of Christian parents and churches.”

The agreement, which is informal, is between Rappahannock’s Water and Sewer Authority (WSA) and the town of Culpeper. Also, the agreement pertains only to future sludge produced by the Sperryville sewage plant. The groundbreaking ceremony for the Sperryville plant will be on March 4.
