Solid reasons, both. But there are also other considerations which have no doubt occurred to Bagley.
The first is that there will almost certainly be others beside himself who will be eyeing the gubernatorial nomination in 1989. In the elections now coming up, state Sen. Douglas Wilder of Richmond and Del. Mary Sue Terry of Stuart appear to have, respectively, the Democratic nominations for lieutenant governor and attorney general all but locked up. If either or both of them should win in November they might, with considerable justification, lay claim to being “first in line” for a shot at the governorship the next time around. This is particularly true if this year’s Democratic candidate for governor also wins.
But even if there is a Democratic sweep this year, Bagley’s move neatly finesses what could be the top bugaboo of the next administration.
That is the almost inescapable certainty that at some point during the next four years there will have to be a tax increase of some kind, and it could be of substantial proportions. As chairman of the Appropriations Committee it might have fallen Bagley’s lot to support the new governor in piloting the tax hike bill through the legislature.
