LEXINGTON — Six years of studying, planning and lobbying by state government and horse industry officials culminated Friday when Gov. Charles S. Robb signed a bill establishing the Virginia Horse Center.
Almost 4,000 people, among them students from Parry McCluer High School in Buena Vista and Lexington High School, crowded into Virginia Military Institute’s Cameron Hall to witness the bill signing.
“In my entire service as governor of the Commonwealth of Virginia I don’t think I’ve had this many people witness a bill signing,” Gov. Robb told the crowd. “This is a great day. It’s a great day for the horse industry in Virginia.
“This center is important to the horse industry of Virginia. It will also make an important contribution to the tourist and travel industry in the state.
“I would predict to you that within four short years when people talk about horses and they talk about Lexington they’re going to be talking about Lexington, Virginia — not that other Lexington” (in Kentucky).
Lobbying for a Virginia Horse Center began in 1969, but no real steps were taken until 1979 when the General Assembly established a joint legislative subcommittee headed by Del. Raymond “Andy” Guest Jr; (R-Fauquier/W arren/Clarke/Rappahannock)to study the need for a state horse center.
