RICHMOND — Sen. Johnny S. Joannou (D-Portsmouth) says a bill endorsed by the Senate Courts of Justice Committee amounts to the state putting an arbitrary price tag on a plaintiffs pain and suffering.
But Hugh White, a lawyer for Virginians for Law Reform, says the bill provides a reasonable balance between the rights of an injured party and the state’s interest in making sure liability insurance is available and affordable.
