But Sen. Edward M. Holland (DArlington) said the lawmakers should keep in mind the public interest aspects of affordable insurance.
The bill limiting local government officials’ liability, which was was reported 11-1, is needed because "insurance coverage is very difficult to get, and when they can get it, it’s excessively high,” Howard Dobbins of the Virginia Municipal League told the committee.
But Sen. James P. Jones (D-Bristol) said most lawsuits against local governments are aimed at negligent workers, not elected officials. And he said most of those lawsuits allege violations of federal laws. Those factors will render the bill useless, he said.
