This apportionment is an annual headache to the supervisors who try to review the proposed spending plan. Every year, the director of the Social Services Department warns of the “ripple effect”: should the supervisors trim the local share, they will also be reducing federal and state support.
Sometimes, reductions have unexpected consequences.
Last year, for instance, the board reduced the county’s allocation by about $3,000, which represented 20 percent of the cost in salary and benefits for an.additional social worker’s position. The new position was
