But according to Hugn kggoorne, regional supervising engineer for community water systems, the Division of Water Programs was apparently advised prior to his assuming his post in 1980 that Rappahannock Lakes no longer met the definition of a community water system. Although the records do not show who reached that decision, when and on what basis, the Health Department stopped taking water samples in February 1979.
Assigned by Mr. Eggborne to investigate the matter, engineer Joe Burner said in a telephone interview this Monday that the staff members who worked with community water systems in 1979 are no longer with the Culpeper office.
