Mr. McCarthy lobbied for selection of Rappahannock as a site in the Virginia Water Project’s groundwater mapping program, and when that proved unsuccessful, secured funding from the Piedmont Environmental Council and the cooperation of the VWP to pursue DRASTIC mapping here.
