not appeared in court on April 12, Dean replied that he had an accident in Manassas on his way to Rappahannock. In return for the other driver not calling the police, he said, he agreed to pay for the damage. Dean said he explained the situation when General District Court Clerk Pat Davis called him the next morning to ask him why he had not appeared.
Mr. Luke questioned Dean’s many excuses, asking why he had not called the court right after the accident. Dean replied that he could not afford the cost of the long distance phone calls.
Dean said that he had made one effort to pay a portion of the costs, but came to Rappahannock on Super Tuesday, March 8. and all the county offices were closed.
"What happened to the money?" Mr. Luke asked.
“I blew it. I have a lot of bills,” Dean replied.
Dean explained that he had been unemployed after having difficulties with his family, and that he could not perform his community service or visit Ms. Bishton's office because he had no transportation to and from New Baltimore and Warrenton. “I was taking a big chance to be driving suspended." he said.
"Did you tell Ms. Bishton about your problems?" Mr. Luke inquired.
"No sir, I was embarrassed,” Dean replied.
