That same position is in the welfare department’s 1988-89 budget. “It will cost you more than $3,(XX) to take the social worker out. It did last year,” Mrs. Kreitler reminded the supervisors.
And to further complicate matters, the county’s full share of mandated programs must be funded. For instance, if the supervisors were to cut the proposed budget for foster care and the funds were exhausted before the demand was met, then the Social Services director would come back for a supplemental appropriation, and the Board of Supervisors would have no option but to allocate the additional local dollars. Chairman Hubert Gilkey explained.
