wouldn’t provide for any commercial uses, the new zoning category won’t stimulate the growth of settlements into villages, Mr. McCarthy said. Regulations would set limits of, say, five or ten acres as the maximum size of the overlay settlement zone while limiting the number of dwelling units in such a zone to eight to ten, he proposed.
“I like the idea,” responded Col. Ellis Bingham. “In my mind, this (the type of division sought by Mr. Atkins) is a natural growth brought about by our own people ... as opposed to people coming in and just starting subdivisions. I know there’s a lot of unhappiness in the county (regarding land use and zoning regulations). This would be a step in the right direction. It would show people that we’re really concerned.”
“How did you decide on one acre?” Supervisor Mike Massie asked the county administrator.
“It recognizes what other counties have done," Mr.McCarthy replied. In addition, he said, one acre is the minimum lot size which could be allowed in an agricultural zone without conflicting with the county’s stated goal of preserving and promoting the local agricultural industry. Also, from the aspect of protecting health and safety, one acre is the minimum land necessary to provide adequately for private wells and septic drainfield, he said.
