The House has passed legislation to provide funding for the Department of Defense for 1989, budgeting $282 billion for Pentagon spending for next year, including $3.1 billion for the Strategic Defense Initiative.
Unfortunately, this defense budget bill is $557 million less than President Reagan’s request.
I voted in favoi of this bill because it does not include restrictive arms control language contained in a previous defense bill, and it contains funding for a new Trident submarine as well as $475 million to allow the military to assist with the elimination of the flow of illegal drugs into this country.
This bill was passed by a vote of 360 to 53.
This marks the fourth consecutive year of declining defense spending in terms of real dollars. No other part of the budget has been reduced in such a manner. The Congress should be careful to provide the necessary resources to maintain a strong national defense.
Time and again, particularly in his recent talks with the Soviets, President Reagan has proven the necessity of negotiating from a position of military strength. We must remember that a strong national defense is necessary to protect our security interests.
