In a legal administratively-approved subdivision, Mrs. Doares’ father gave her 16 acres and her sister Olivia 26 acres in 1973. The sister sold her 26 acres in 1982, and in April, 1988, the new owners received approval for three two-acre divisions as family transfers.
A few weeks later, when Mrs. Doares sought to transfer a five-acre lot to her son, she learned that the five-cut limit had been reached and that she could only give him a lot on which to build a house if the Board of Supervisors granted her a special exception permit.
