small farms especially need*rafcing as they cannot be competitive without the comparative incentives provided by a state program.
Many farms are leaving the state. Virginia was the cradle of the racing industry, but has slipped in comparative ranking from around fourth to 11th in racing foal production in recent years. Many of our mares are bred in racing states and many of our foals are bom in racing states. Our own Triple Crown winner, Secretariat, is now in Kentucky and he alone is a major industry and tourist attraction.
The Virginia Agri-Business Council has endorsed racing, saying it would provide a major boost to agriculture around the state. Racing would create thousands of new jobs for trainers, managers, farm workers, veterinarians, farriers, feed dealer^, grain producers, hay producers, real estate agents, tack shop operators, building construction workers and others.
Racing would let us enjoy a major spectator sport and return around a $200 million industry to our state. Texas voters recently returned racing by a big majority as they realized the economic impact of a similar scale based on a study in that great horse state. Approxi
