For years the rights of American taxpayers have been ignored. Unfortunately, errors - often paperwork mistakes - made by the Internal Revenue System, or even taxpayers themselves, can destroy businesses, ruin reputations and cause untold panic and despair.
While the Congress was able to lower individual tax rates in 1986, work remains to be done toward our goal of a simple and fair tax code.
That is why I have co-sponsored legislation in the House of Representatives, called the ‘Taxpayers’ Bill of Rights,” to institute a number of reforms that would protect taxpayers without hindering the ability of the IRS to collect taxes rightfully due.
This bill, HR 3470, would require the IRS to better inform taxpayers of their rights and explain deficiency notices that contain additional taxes, penalties or interest. Among other provisions, it would also ensure taxpayers’ rights to be represented by ; accountants and attorneys, and allow taxpayers to recover professional fees and damages from the IRS in certain circumstances.
