The first meeting of the 19891990 year of the Culpeper Minute Men Chapter, NSDAR was held Sept. 12 with Mrs. Biedler Settle, Mrs. Claude I. Guinn, Mrs. Vincent R. Beasley, and Mrs. Marvin C. Goff as hostesses. Mrs. Carlyle Crigler, Regent, conducted this first meeting of her three-year term.
Speaker for the afternoon was the Honorable S. Page Higginbotham who spoke on the Bill of Rights. He traced the history of individual rights beginning with the Magna Carta, signed by King John of England in 1215.
In the United States, Virginia was in the forefront of guaranteeing individual rights when its Declaration of Rights was adopted unanimously by the Convention of Delegates at the Capitol in Williamsburg on June 12, 1776. This document was the major source for the Bill of Rights adopted as the first amendment to the Constitution of the United States.
