The spirit of the Soil and Water Conservation Districts is founded on the principle that the local residents, together, have the ability to decide for themselves the actions they wish to take toward their joint interest and common welfare. Americans have decided they want to protect their soil and water resources and organized Conservation Districts to do thejob.
The Culpeper Soil and Water Conservation District was organized by the residents of Culpeper, Orange, Madison, Greene and Rappahannock counties, under the provisions of State Law. Being a subdivision of the State Government, it is not directed by the Governor, the State Legislature, any agency of the State Government or the Federal Government.
The district is directed only by the residents of the district, the landowners and opetators who organized it in the first place.
Through an elected governing body, called the Board of District Directors, they direct and manage district’s soil and water conservation programs and affairs. The Directors are elected for a three year term at the general election held in Novem
