Council member and Planning Commission Chairman William Wickens agreed that the council had passed essentially the same measure, but that he had changed his mind, “largely because of the controversy surrounding the ARB.”
Taking the argument that the town is also the county seat, Mr. Wickens proposed, the same allowance could be made for the council, to put a county resident there too. “That is a direction that I, for one, do not feel we should go in.”
