It is difficult to make valid comparisons based on standardized test scores. If you compare from year to year within the same grade, differences in scores may be due more to differences in the backgrounds and abilities of the students in that grade in a particular year than to anything the teachers do. If, on the other hand, you try to compare the same students from year to year, comparing this year’s fifth graders with last year’s fourth graders for example, you won’t be comparing exactly the same students and they will not be taking the same test.
