The health department declined to run further tests on the water, according to District Sanitarian Charles Shepherd, because tests in the past had indicated the presence of bacteria and he felt additional tests would yield the same result.
However, Mr. Moore said Tuesday that VDOT had been told that additional tests could be done, provided that the highway department pays the bill. He suggested that one option might be a regular series of tests over some period of time to determine exactly what contaminants are present, how often and in what concentrations.
The question which must be answered, Mr. Moore said, is “do we close the spring — and if not what risk are we willing to take?
