Richard Burke, representing Adelphia, told the council that approval of the franchise by the town was a necessary component of service for the rest of the county. Mr. McCarthy, who is overseeing the franchise negotitations in his post as county administrator, suggested that the town and county cooperate in the negotiations to streamline the process.
