Frank Jacobeen, a technician with the northern Virginia office of the SWCB, said that it was his understanding that lawyers for the highway department and the SWCB were discussing what action to take. “We have over 400 active cases involving underground storage tanks in the region,” he said. “We’d like them all to move faster, but there is not enough staff.” Also the engineer in the office who was originally responsible for this case has since quit, he said.
Mr. Jacobeen said that VDOT was pushing the SWCB to move faster on this particular case. However, he added, after going over the report submitted by Quarles he said he has additional questions.
He said he would recommend that the SWCB ask for answers to these questions before action is taken but he hadn’t been able to make that recommendation to the engineer who took over from the previous engineer yet.
