Most of the people who came out for the Board of Supervisors’ public hearing on the county budget Monday night came to support increases in county funds for the library or the Rappahannock Animal Welfare League (RAWL) which manages the animal shelter.
Ed Barton, new president of the Friends of the Rappahannock Library, said that the state contribution to the library will be cut by 10 percent. With the cuts proposed by the supervisors to hold the county’s share to this year’s levels this amounts to a budget shortfall of $6,500, Mr. Barton said.
He offered the supervisors a deal. He said if the supervisors agreed to increase the county’s share by half of the difference in what had been originally requested and last year’s amount, the Friends would pick up the rest of the shortfall.
The supervisors agreed to the deal and increased the county’s share from $34,451 to $36,834.
Hampton District representative Mike Massie, who had proposed last month that the library try to live with the same amount next year as this year, agreed to the increase but insisted that the Library Board not come back to the supervisors requesting more money. “It’s important to us when we do a budget to set a figure and stick to it and not say if there is a shortfall, come back,” he said. “If you do that, you don’t have a budget,” he added.
Paul Reynolds presented RAWL’s case. Currently RAWL is getting $400 per month to operate the shelter. The organization had requested that the contribution be increased to $500 per month. Mr. Reynolds said that the minimum cost if the county were operating the shelter would be $560 per month for a person to feed
