He had first wanted them to do it by a resolution including a “whereas” stating that “the bridge has questionable strength when used by a loaded school bus.” Chairman Newbill Miller expressed surprise. “I don’t understand the purpose of this resolution,” he l stated, adding that in all of his experience as a Supervisor, the Highway Department had never before asked for such a resolution. “I’m not an engineer,” Miller added. “I don’t know whether the bridge , is structurally sound or not.” “I don’t either,” said Skeens.
