In recent years a flood of cases has threatened to mire the country’s legal system, and Virginia is no exception. According to the annual report of the Judicial Council of Virginia, the courts of the state’s 31 circuits saw an average increase of 40 percent in cases filed between 1985 and 1990, and an additional 13 percent increase from 1990 to 1991.
Between 1990 and 1991, the 20th Circuit’s caseload increased 8 percent in the three counties, from 4,499 to 4,864. Over those years the distribution of cases has remained constant, with Loudoun handling 64 percent and Fauquier and Rappahannock accounting for the remaining 36 percent, according to court records.
