Gooch kept up with the discussion, his fingers clacking away at his portable computer. As first one member of council and then another seemed anxious to delay any action on the lights, Gooch sounded a quiet bass continuo, “just tell me when you’re going to vote so I can come to that meeting.”

Responding to a question about rates, Town Attorney Frank Reynolds told the council that the State Corporation Commission (SCC) does not, in fact, set rates for municipal lighting. “We were misled by the Potomac Edison representative on that”, he said. Such rates are usually spelled out in a contract between the town and the utility, he added.

Potomac Edison’s apparent footdragging on the issue of decorative lighting elicited several comments.
