District Rep. Thomas Bliley and 10th District Rep. Frank Wolf, both Republicans, were greatly assisted by redistricting which made their districts even more solidly Democratic and Republican, probably for the next ten years.
And Rep. Rick Boucher, a 9th District Democrat, has skillfully gained the backing both of the coal mining industry and coal miner unions.
In the new black majority 3rd District, stretching from Newport News to Richmond, Democrat Bobby Scott, who has served in the State Senate for years, can likely stay in Congress as long as he wants to be there. He is a social progressive and fiscal moderate who has long been elected in predominantly white districts.
