Morehouse said the difference was caused by the State Water Control Board (SWCB) and the State Health Department, both of which insisted on expensive changes to the eqipment list.
Responding to a question from councilman Newbill Miller, Morehouse said the Rappawan bid was based on installing plastic pipe for the water mains. To install ductile iron pipes would have added more than $100,000 to the price, he added.
“We are now negotiating over the bid with Rappawan,” said Morehouse. He anticipates that after review by all the interested parties at the state level and approval by the bankers, the town should be able to sign a contract in about three months.
“Well before the lights (are installed),” quipped Miller.
