Embracing a parliamentary maneuver, the Democrats managed to send the budget with Allen’s amendments back to the House Appropriations Committee, where the Democratic-control led committee rejected Gov. Allen’s amendments and added a few of its own.
Del. Thomas M. Jackson, Jr., D-Hillsville, said sending the lottery money to localities would severely impact Virginia’s budget in the future.
“Our needs are so great in the area of correctional funding that we simply can’t afford the luxury of sending money back to the localities,” Del. Jackson said.
In addition, the House was able to strike down legislation that would have allowed concealed weapon permit holders to bring their weapons into bars and restaurants.
“Alcohol and firearms do not mix,” said Del. Kenneth D. Melvin, D-Portsmouth.
The governor’s amendment to allow guns in bars and restaurants passed the Senate the first day of the session 21-19, but Thursday’s vote in the House killed it.
