They voted 3 to 1 to charge $10.75 per month, one2Dhalf the regular EDU rate, for reserved sewer rights for newly created lots. The charge would be higher for reserved lots intended for commercial buildings. This charge will not apply to any existing lot.

“Time is of the essence,” Mr. Estes said.

Member Carson Johnson voted no saying, “I’m opposed to it because I don’t think it covers us. It doesn’t do what we want to do.”

He had suggested the authority instead charge its $300 hook up fee, but the discussion became confused over whether the fee is $200 or $300 and whether it is a hookup fee or a connection fee. Mr. Leggett said, “$300 is peanuts.”

Mr. Johnson said, “$300 is more than we’ve gotten from anyone else.”

They considered charging a higher hook up fee also, but postponed any action on that.

Roanoke County, labeled some of Gov. Allen’s amendments “reckless,” explaining that many Virginians do not consider the governor mainstream.

“We came down here, and we did the responsible thing on the budget,” Del. Cranwell said, adding that it’s time for the governor as well as the legislature to focus on responsible government.

With all 140 General Assembly seats up for election in November, Gov. Allen repeatedly has argued that Virginia voters will not tolerate the Democrats discarding many of his proposals during the 1995 session.

Del. Cranwell, however, disagreed.

“If you do your job and do the right thing,” he said, “the polls and the voting process will take care ol itself come November.”
