ter of fact, I am the senior Republican on four other standing committees: Rules, Privileges and Elections, Local Government, as well as Rehabilitation and Social Services.

Things have changed for the Democrat majority in the General Assembly. The relaxed and confident arrogance of power has been changed. As exhibited during this year’s session, the arrogance of power is still there. However, they 'are no longer relaxed and confident. They are running scared.

The actions by a majority of the Democrats during the 1995 session made it clear that from the onset the plan was to trash all of the Governor’s initiatives. This was confirmed by the disclosure during the session of a “game plan” that was prepared in December 1994, before the session even started.

I am once again asking for your support. 1 am now announcing that 1 am running for re-election. For starters, here are a couple of reasons:

1. lam eager to become a part of the first Republican Majority in the General Assembly of Virginia.

2. With my re-election and a Republican majority, the 26th District will have a senator who is chairman of a major standing committee.

3. My legislative agenda will include:

(a) A legislative package whereby there will be a five-year phase-out of the Business and Professional Office License (BPOL) tax along with a five-year phase-in of a return of all net lottery proceeds to counties, cities and towns. The net lottery distributions could be used by localities at their discretion. Possible uses would include an offset for the loss of BPOL revenues, reduce the property tax burden, or increase education or public safety funding. This would in effect be combining two proposals made by Governor Allen that were summarily trashed by the Democrats.

(b) An increase in income tax deductions for personal exemptions similar to the proposal by Governor Allen. Virginia has one of the highest income tax burdens in the nation for low income families. For example, only six states have a higher income tax burden for a family of five with an adjusted gross income of $15,000!
