Haymount officials have promised to help pay for and build many of the services the development will require, including roads and a water and sewer treatment plant.
Unlike traditional rural developments, Haymount will be built on only 32 percent of the land. Surrounding forests will remain untouched, and a special wildlife preserve has been set aside to protect a bald eagle nest on the property.
