First conceived in the late 1980s, by developer John A.Clark, the project would include about 250,000 square feet of retail space and 500,000 square feet of office and light industrial space.
An elegant restaurant and a satellite community college campus also have been suggested.
Haymount officials have promised to help pay for and build many of the services the development will require, including roads and a water and sewer treatment plant.
Unlike traditional rural developments, Haymount will be built on only 32 percent of the land. Surrounding forests will remain untouched, and a special wildlife preserve has been set aside to protect a bald eagle nest on the property.
