sent by Major Stew Willis to Mr. Moore, it said in part, “Most of the Town of Washington was quite shocked to see the “extr^ large” no parking signs that the highway department installed on Main Street, abruptly and, apparently, without notice to the residents, business people or Town Council, on March 1, 1997.”
Further, the letter stated, “We have been told that ‘citizen complaints’ were the cause for this action; and we would like to pint out that there is a forum in this town for any type of complaint or concern, and that in fact is the Town Council, where all citizens are not only allowed, but encouraged to participate in the Democratic process.”
Mayor Willis said that when he first saw the signs his feeling was that it was a bit of overkill.
Council member Ray Gooch, who is also active with the Town Futures Committee which is studying parking in the town, said that he could not recall any action being taken in the town (putting up the signs) without any consideration of the Town Council. He pointed out that when the original signs went up, it was calculated by Mr. Reynolds that IS parking spaces were lost
Mayor Willis said that he attended a workshop in Richmond recently to learn how to develop a block grant program. He said he would like the town’s water committee to consider putting in a grant
