Estie Thomas, natural resource planner for the Chesapeake Bay .Foundation, said Haymount was the right idea, but in the wrong place.
The main complaint from many local residents was that the massive development would ultimately sap county resources and lead to higher taxes. Haymount would add another 10,000 residents to Caroline County.
Finchum said projections indicate that Haymount will be a financial liability to the county for about 10 years. But Caroline planners expect the project to succeed and begin to produce positive revenue for the county after about 12 years.
Implications For Fauquier
Fauquier officials are currently developing a fiscal impact model of their own to assess the financial impact of large-scale developments.
Critics of “Waterfield” have said that with only 50,000 square feet of commercial space allocated, the planned development is simply masquerading as a mixed-use development.
