Of the remaining six positions, only the treasurer has specific duties outlined in the charter. While a clerk or bookkeeper may be employed to perform administrative functions, the treasurer is legally accountable for management of the town’s funds and budget. According to town lawyer Frank Reynolds,' the duties, and the responsibilities that go with them, are “nondelegatable.” The treasurer “receives all money belonging to the town, must keep correct accounting of all receipts from all sources and of all expenditures, (is) responsible for the collection of all license fees, taxes, levies and charges due the town,” pays all the bills, pays the employees, receives, reviews and evaluates contract bids for virtually everything the town buys, manages the expenditures of the water system, invests town funds, prepares state and local reports, and perhaps most dif
