For example, Gore's tax credits are given only to married couples who don't itemize deductions. That eliminates 54 percent who do itemize.
To get a tax deduction for an ailing parent, you have to get a doctor’s certificate and the parent must not be able to perform "one or more activities of daily living" as prescribed by the Secretary of the Treasury in consultation with the Secretary of Health and Human Services.
Under Gore's tax plan, one must jump through government-approved hoops to receive any tax cut at all. Under Bush's tax plan, every taxpayer gets a tax cut.
